TERRY WORKMAN
President
Terry Workman serves as President of Flagship Tilt-Wall, providing strategic direction and hands-on leadership across every facet of the company. From estimating and accounting to construction operations and safety, Terry’s comprehensive oversight ensures that Flagship Tilt-Wall consistently delivers exceptional quality, efficiency, and value on every project.

Terry began his career in tilt-wall construction in 2003 with tilt-wall specialist, Tilt-Con, where he gained valuable field experience that laid the foundation for his understanding of large-scale concrete operations. After earning a B.A. in Business Management from Eckerd College in 2005, he advanced into project coordination and management roles with a leading Central Florida tilt-wall contractor, refining his expertise in technical execution, leadership, and client relations.

In 2010, Terry joined with Johnnie and Shaun Workman to establish Flagship Tilt-Wall, a company built on shared values of integrity, craftsmanship, and innovation. Since then, he has guided its growth into a leading force within Florida’s commercial concrete industry, recognized for safety, precision, and reliability.

Terry holds an American Concrete Institute (ACI) Tilt-Up Technician Certification and a WOC Master Certification in Construction Business and Project Management. His blend of field experience, business insight, and commitment to excellence continues to drive Flagship Tilt-Wall forward and inspire the next generation of tilt-wall professionals.
SHAUN WORKMAN
Vice President & Chief Estimator
As Vice President and Chief Estimator for Flagship Tilt-Wall, Shaun Workman brings more than 25 years of experience in Florida’s tilt-wall construction industry. A founding partner of the company, he continues to shape its success through his technical expertise, leadership, and deep understanding of project delivery from start to finish.

Beginning his career as a concrete finisher and equipment operator, Shaun developed a practical, field-based perspective that sets him apart as one of the industry’s most trusted estimators. Since transitioning into estimating, he has successfully bid and secured over $300 million in tilt-wall projects across the country and Cuba, earning recognition for accuracy, foresight, and integrity.

Today, Shaun serves as the company’s Chief Estimator, providing guidance and final review on all proposals prepared by the preconstruction team. His ability to balance constructability, cost efficiency, and client objectives ensures that every estimate reflects the company’s commitment to quality and reliability.

An American Concrete Institute (ACI)–certified Tilt-Up Technician since 2008, Shaun is valued not only for his technical skill but also for his mentorship and collaboration. His disciplined approach, attention to detail, and long-standing client relationships make him an indispensable member of Flagship Tilt-Wall’s leadership team.
JOHNNIE WORKMAN
Founding Partner & Senior Advisor
With over five decades of experience in the tilt-wall construction industry, Johnnie Workman remains a respected figure and invaluable resource to Flagship Tilt-Wall. Having begun his career in 1972 as a superintendent with R.H. Niles, Johnnie went on to lead field operations for several of the region’s most prominent tilt-wall subcontractors, including serving in senior roles such as Concrete General Superintendent and Director of Construction.
Although no longer involved in day-to-day operations, Johnnie continues to support the team as a trusted advisor, offering guidance and perspective drawn from his extensive hands-on and leadership experience. His legacy of quality, integrity, and innovation continues to influence Flagship Tilt-Wall’s culture and commitment to excellence.
